On 3 November 2006, the Taoiseach, Bertie Ahern TD, announced that the Government intended to hold a referendum to strengthen the protection of children’s rights in the Constitution. The Children’s Rights Alliance was invited by the Minister for Children, Brian Lenihan TD, to undertake a consultation with the non-governmental sector.

This was carried out during November and December 2006 and the findings of the consultation were brought together in a report, entitled ‘The Constitution and Children: A Position Paper on the Proposed Referendum on Children’s Rights’. This report was presented to the Minister for Children on 9 January 2007.
